Objective of this proposal is the creation of a small dedicated research fleet, operating initially in the Pacific Ocean, to serve as a mobile platform for a variety of scientific experiments. At a time of critically low research budgets, the low-cost plastic research balloon may be the only means of maintaining certain space research programs and projects. Thus, the initial objective is to expand in this manner the usefulness of the plastic balloon as a scientific research vehicle for which the ships serve as ideal, floating launch, tracking and recovery stations.
