This paper argues that a manned mission to the Mars system should be divided into three phases each of about 290 days duration. This would be achieved by establishing a medical outpost on Phobos. This division into mission phases will make medical screening much more effective than a continuous 3-year period. Most of the medical information needed can be based on non-space related biomedical research work. Special programmes will only be needed for the adaptation of medical equipment, for estimating space specific radiation, and for planning the overall system design.
