    abstract

    Legal regulation of space activity is a key instrument for stable development of cosmonautics. Today people speak more and more about a constructive interaction between public and private sector including space industry. Russian modern situation provides special conditions for the development of private sector on space market but nevertheless there are some obstacles for the creation of successful interaction of the two sectors. The article highlights the fact that the imperfect legislative base and comprehensive structure of space industry in Russia, in aggregate with outdated administrative approaches and the technologies slow down the implementation of space-related PPP projects. It is paradoxical, but there is no legislation regulating private initiatives in space industry in Russia today. The federal law on space activity was accepted in 1993 and actually doesn't reflect modern conditions. Historical caused "opacity" of the space industry, lack of long-term strategy of its development, a rudimentary condition of public-private partnership mechanism lead to increase in risks. Private companies simply don't know rules which they should stick to. In such circumstances it would be reasonable to develop and to approve the medium-term program of legislative works in the field of space activity. In conclusion it is necessary to emphasize once again - legislative regulation of space activity defines long-term strategy of development of space industry. Political and economic conditions of the Russian astronautics depend on efficiency and quality of such regulation.
